Mandatory first aid kits for all passenger vehicles in personal use should be abolished.
Likewise, mandatory technical and emission controls for all passenger cars in personal use should be abolished. First aid kits, technical and emission controls should continue to be mandatory for company vehicles and available to volunteers. In the event of an accident caused by a technical defect in a vehicle without technical control, the driver is responsible for the accident.
