New Basic Human Rights (BHR)

1. The right to peace throughout the world
- a new worldwide map and a system of political units with state symbols will be defined according to the map created in this new worldwide IQ-Parliament.
- every 5 years this map and symbols will be updated according to public proposals and comments in this IQ-Parliament.
- in the case of disputed issues between two or more political units, the political formation of the whole world will held a simulated (for example, paintball) war and the winner will receive disputed privileges for a period of 5 years, after which the battle can be repeated.

2. The right to political ideologies
- as long as the political subject will respect these basic human rights for 100% of its inhabitants, all these political ideologies and any other should be allowed, for example:
a) democracy - the government of an equal people
b) autocracy - rule by one political group
c) IQ-democracy - government of the people, taking into account the high of IQ
d) sophocracy - government of the people, taking into account education
e) technocracy - government of the people, taking into account technical education
f) meritocracy - government of the people, taking into account the high of income
g) spiritcracy - government of spiritual superiors...

3. The right to a dignified life
- every political entity, if possible, must provide the following minimum basic unconditional incomes to all residents without exception, without the possibility of enforcement or other deductions:
a) 1/3 of the netto average salary for each person over 18 years of age
b) 1/6 of the netto average salary for each person to the age of 18 (plus 1/6 for each dead parent)
c) 1/6 of the netto average salary for each person to the age of 26 in the form of credits intended only for the purchase of educational services

4. The right to protect nature
- trade between all the continents created on the IQ-Parliament map must be limited by customs policy to the smallest necessary volume of goods and services.

5. The right to a healthy economy
- each political entity is only allowed to reduce its total nominal public debt (it may not increase it in any year).
- each of the currently existing states must reduce its total nominal public debt by at least the same amount every year so that it pays off its entire public debt within 30 years, if it is a state with a debt of up to 100% of GDP, and within 50 years, if the current debt is over 100% of GDP

6. The right to comply with these BHR
- no punishment can be imposed on any political entity that observes these BHR. If any political entity violates these basic human rights for at least 5% of its scope for a period of at least one year, the political entity of the whole world, which consists of subjects committed to observing these BHR, can impose peace penalties for this political entity. If peace sanctions do not help repeatedly, he can use military force only to evacuate all interested people from these places outside of this entity.

Ak sa niekomu tieto nové základné ľudské práva nepáčia, to ešte neznamená, že sa jedná o neudržateľný systém. Na ich úspešnú realizáciu stačia zvýšiť dane najbohatším.

Určite veľa zákonov obsahuje poznámku zohľadňujúcu výnimky a takisto i v tomto prípade v bode 3 o sociálnej podpore by bol problém s jej realizáciou v najchudobnejších štátoch sveta.

Myšlienky zaujímavé, len prosím opraviť jednu vec - zákon nemôže obsahovať frázu "ak je to možné". Tým sa celý paragraf stáva zbytočným. Prosím odstrániť z bodu 3.
